The EPBD* and bike parking – challenge and opportunity
By 2027, new EU-rules apply for bike parking spaces in buildings.

Bike parking and the Energy Performance of Buildings Directive (EPBD).
The revised → EPBD introduces EU‑wide minimum standards for bicycle parking in buildings to support everyday cycling and sustainable mobility.
All non‑residential buildings with 20 or more car parking must provide substantial bicycle parking spaces: Office buildings, shopping malls, larger supermarkets and other non-residential buildings need to offer at least 15% of average or 10% of total user capacity as bicycle parking. The bike parking should also include larger parking spaces for cargo bikes.
EU Member States need to transpose the Directive into national law by May 2026, and the new rules apply already from January 2027. We expect the EPBD will result in at least 1 million additional off-street parking spaces in more than 200.000 existing non-residential buildings.
New non‑residential buildings with at least 5 car parking spaces car parking must also offer bike parking spaces. The rules for the number of bike parking spaces are similar to the rules for existing non residential buildings. The main difference is that the obligation for new non-residential buildings with at least five car parking spaces, whereas existing non-residential buildings are only covered if they offer at least 20 car parking spaces.
For new residential buildings with more than three car parking spaces, the EPBD requires at least two dedicated bicycle parking spaces per dwelling. Some of the bike parking spaces should be suitable for larger bicycles such as cargo bikes.
The EPBD does not cover existing residential buildings, where often local bike parking rules apply.
